  • Alain Durand-Lasserve
    Alain Durand-Lasserve

    Alain Durand-Lasserve is a former senior research fellow at the National Center or Scientific Research, France. His research focuses on the urban land question, housing policies in the countries of the South, in particular on land regularization policies and on the dynamics of land markets in contexts of legal pluralism, long-term changes of urbanization in sub-Saharan African countries and its consequences on housing policies. Alongside his research activity, he has carried out missions of expertise and evaluation of land policies and urban development strategies for bilateral and multilateral aid and cooperation agencies, regional institutions, the United Nations and international financial institutions.

    He has worked primarily, but not exclusively, in South East and South Asian countries and French and English speaking sub-Saharan African countries.

  • Allan Cain
    Allan Cain

    Allan Cain O.C. is a founding director of Development Workshop and has lived and worked in Africa since 1980. He is an architect, specialist in project management, participatory planning, sustainable urban development and water & sanitation. He has a degree in Environmental Studies, did his professional studies at the Architectural Association (London, UK) and further specialist studies at Harvard University and Bolder, Colorado and in 2022 received an Honorary Doctorate in recognition of his practice. He has been a Visiting Professor at the School for International Development and Global Studies at the University of Ottawa, an Adjunct Research Professor at Carleton University and has lectured at universities in Angola, China, Norway, USA, South Africa, Portugal and UK. Mr. Cain was awarded an Order of Canada in 2004 for his work in international development, social housing and contribution to peacebuilding in Angola. He has worked as a consultant and lead research projects for the World Bank, the African Development Bank, UN Habitat the European Union and other international organisations. He is on the boards of several development institutions. His articles and papers have been published widely in international journals.

  • Arif Hassan
    Arif Hassan

    Arif Hasan is a Pakistani architect and planner, activist, teacher, social researcher, and writer. He studied architecture at the Oxford Polytechnic, worked in Europe in architect’s offices, and on his return to Karachi in 1968, established an independent practice that slowly evolved into dealing with national and international urban planning and development issues. He has taught at Pakistani and European universities and lectured widely both in the North and the South.

  • Cemre Sahinkaya
    Cemre Sahinkaya

    Cemre Şahinkaya Özer is a PhD candidate at the Department of Urban Renewal and Planning Theory at the University of Kassel, Germany. She holds a double major degree on urban & regional planning and geomatics engineering and completed her Technical University of Munich degree on land management. Her field of interests are urban regeneration processes, housing, urban liveability and geospatial data in urban areas. Cemre has practical experience in urban regeneration and urban planning applications and is currently working on academic projects related to urban development.

    Geoffrey Payne is a housing and urban development consultant with five decades of experience covering all regions of the world. He has undertaken research, consultancy and capacity building assignments for the World Bank, UN-Habitat and other international development agencies, governments and academic institutions, published widely and contributed to numerous international conferences. His main focus is on reviewing and developing innovative approaches for providing secure land tenure and property rights, advising on urban planning, land management, housing policy and promoting multi-stakeholder partnerships to build local capacity. He lectures in several universities, has been an adviser to the Commonwealth Universities Association and British Council and is currently a member of the Royal Town Planning Institute International Committee. His latest book is ‘Somewhere to Live: Rising to the global urban land and housing challenge’ (2022) published by Practical Action Publishing, UK.

  • Hassan Elmouehli
    Hassan Elmouehli

    An architect and urban planner by training and works after getting his PhD (Berlin Technical University) since 2014 as a senior researcher, post-doc and project leader at the department of Urban Development, Campus El Gouna, and the department of International Urbanism and Design-Habitat unit at the Berlin Technical University (TU Berlin), Germany. His academic interests within the field of international urbanism include: culture and urban informality in relation to aspects of urban development and governance in the global South. In partnership with several academic institutions, and international cooperation organizations, he is involved in projects that cover interdisciplinary topics, mainly urban management, public space, refugees and migration, urban mobility, new settlements, land management, in addition to the localizing global agendas. His latest contribution as a consultant for the UN-Habitat as the main author of the “State of Arab Cities Report -2022”. He participated as a consultant and expert for international cooperation organizations in projects in Egypt, Germany, Tunisia, Tanzania, South Africa, Malaysia, Lebanon, Iraq, Jordan, Palestine and India.

  • Martim Smolka
    Martim Smolka

    Martim Smolka, holds a degree in Economics from the Catholic University of Rio de Janeiro with a master’s degree and doctorate in Regional Sciences from the University of Pennsylvania (1980). He is the author of numerous publications on land policies and the functioning of the urban land market, the dynamics of the real estate market and alternative instruments to finance urban development, including from the social mobilization of capital gains generated by public interventions. Senior Fellow and Director for Latin America and the Caribbean of the Lincoln Institute of Land Policy from 1995 to 2022, a period in which he promoted and participated in over 500 training programs for decision makers (executive, legislative and judicial) and officials of multilateral agencies, in urban policies and land management in Latin America. Before joining the Lincoln Institute, Smolka worked for the Institute of Economic and Social Research of the Brazilian Ministry of Planning (INPES/IPEA) and then for the Institute of Urban and Regional Research and Planning of the Federal University of Rio de Janeiro (IPPUR/UFRJ), was a Fellow at the Brazilian National Council for Research (CNPq), co-founder and presided for 2 terms the Brazilian National Association for Research and Graduate Studies on Urban and Regional Planning (ANPUR).

  • Richard Baldwin
    Richard Baldwin

    Richard is a land administration specialist with almost three decades of experience working in Europe, the Middle East, Africa, Asia and the Caribbean. Richard has worked with many of the international development partners including UK DFID/FCDO, EU, UN, World Bank, MCC, USAID, GIZ, DANIDA, SIDA in more than 30 countries worldwide. Recently, his work has focussed on the linkages of land markets with land governance, sustainable financing for land registration and land administration as well as programme design, evaluation, oversight and developing academic / practitioner links. Richard holds Masters and PhD degrees in Geomatics as well as an MBA and is a Visiting Professor at University of the West of England (Bristol).

    Taimaa Almashriki

    Architect and Urban planner, born in Algeria, raised and studied in Damascus in Syria. An active urban planner, travelled to many European countries to obtain a master’s degree in urban planning. From Syria to Germany, France, London and back to Germany she has observed the contradiction between the south and the north world, cities and rural areas, west and east, not just as an urban planner but also as a migrant who had to go through a lot of challenges to cope with a new place where she lives in Germany.

Improving Access to Land in Urban and Peri-Urban Areas_Episode 2

Geoffrey Payne is hosting and moderating the webinars and has invited an outstanding group of specialists from different age groups with both academic and practical experience on urban land management covering all regions and key aspects of land management. It is anticipated that the presentations will provide examples of innovative and pragmatic approaches to improving access to urban and peri-urban land in response to ever-increasing demand throughout the world.

In the first webinar, a range of examples will be presented that have improved tenure security in different contexts. In the second webinar, a wide range of other approaches to improving access to land in urban and peri-urban areas will be presented. It is hoped that these will collectively provide valuable lessons for others seeking to promote socially, economically, and environmentally sustainable approaches to urban land management.
