Debendra DalaiIFS Addl Principal Chief Conservator of Forests, Government of Arunachal Pradesh
Debendra Dalai, a post graduate in Forestry is an ardent nature lover and an environment enthusiast. In order to convert his passion into profession he joined Indian Forest Service (IFS) in the year 1999. Presently he is posted as Addl. Principal Chief Conservator of Forests, Government of Arunachal Pradesh.
Earlier he has already served in various capacities in Andaman and Nicobar Islands, Goa, Daman & Diu and Dadra and Nagar Haveli, Kolkata and Chandigarh. Besides the job of a forest officer he has wide experience and exposure working in other sectors such as Tourism, Environment, Pollution Control, Agriculture, Animal Husbandry, Rural Development, Elementary Educatioin, Sarva Siksha Abhiyan, Swachh Bharat Mission, Irrigation, Rural Road, Rural Water Supply, Science & Technology, Renewable Energy etc.
Before his current posting under the Government of Arunachal Pradesh, he was posted at Union Territory of Chandigarh and heading the Department of Forest, Wildlife as well as Environment in Chandigarh thereby playing an important role in decision making for maintaining a clean and green environment in Chandigarh. As Secretary (Science & Technology and Renewable Energy), Chandigarh administration, he has also made a significant contribution in installation of about 50 MW of Solar Power projects thereby producing green energy for the city which includes many innovative projects.
He has represented the UT Chandigarh in various International Climate Change Conferences (UNFCCC) showcasing the green initiatives of Chandigarh thereby laurels to the city as well as to the nation.
He is currently posted as Addl Principal Chief Conservator of Forests, Government of Arunachal Pradesh, one of the Mega biodiversity hotspot of the country.

Dr. Monalisa SenSr. Programme Coordinator, ICLEI
Dr. Monalisa Sen leads the Biodiversity team at ICLEI South Asia. She has over 20 years of experience working with the development sector on issues related to biodiversity conservation, mainstreaming biodiversity, climate change adaptation, nature based solutions, ecological restoration and enterprise based conservation.
Monalisa has worked on mainstreaming national biodiversity policies in local planning process in order to promote urban biodiversity and ecosystem restoration in India as well as supporting local governments to contribute to the implementation of the NDCs and NBSAPs.
She has also been instrumental in developing the state strategy for conservation and sustainable utilization of medicinal plants in a state in India. She is actively working on issues related to urban biodiversity, ecosystem service assessment, development of City Biodiversity Index and Local Biodiversity Strategy and Action Plan and implementation of Nature based Solutions for enhancing climate resilience in cities across India.

J Justin MohanIFS Addl Principal Chief Conservator of Forests, Government of Kerala
Shri. J. Justin Mohan belongs to the 1999 batch of the Indian Forest Service. Government of India appointed him as First Secretary to head the newly constituted Development Cooperation wing in the Indian High Commission in Sri Lanka where he served during the period September 2011 to September 2014 and was in-charge of coordinating the relief, rehabilitation and development of war affected areas of Sri Lanka utilizing funds from the Government of India. One of the 50 Projects implemented during his tenure in Sri Lanka was the Indian Housing Project involving construction of 50000 houses for Internally Displaced Families. Shri. Justin Mohan is presently serving as Secretary of National Biodiversity Authority. He had earlier served in different capacities in the Kerala Forest Department and as Director of the Kerala Soil Survey and Soil Conservation Department, Director of Ground Water Department, Mission Director of State Horticulture Mission and as Project Director of Kuttanad Project in Kerala. He holds a Post Graduate Degree in Agriculture, Public Policy and Law.
