DESCRIPTION:Cities in federal systems operate within complex institutional arrangements, balancing authority, resources, and accountability across multiple levels of government. As urbanisation accelerates, metropolitan regions are emerging as key drivers of economic growth while simultaneously facing challenges of infrastructure stress, spatial expansion, inequality, and climate risks. Globally, debates on urban governance have increasingly focused on leadership structures, coordination mechanisms, and institutional design.\nIn India, despite the vision of decentralised governance under the 74th Constitutional Amendment, urban local bodies often face limited autonomy, weak fiscal capacity, and fragmented governance structures. Recent developments—such as reforms in metropolitan governance and evolving city-regional approaches—have renewed attention on how cities can be governed more effectively within a federal framework.\nObjectives of the Webinar SeriesThis webinar series seeks to:\n\nUnderstand how different governance structures (single-tier vs multi-tier) shape urban management\nCompare leadership models, including executive mayors and commissioner-led systems\nExamine challenges faced by cities, particularly in service delivery and coordination\nAnalyse fiscal systems, including intergovernmental transfers and urban financing mechanisms\n\n \n\n\n\n\n\n\n\n\nTheme II: Municipal LeadershipThis session focuses on the nature and effectiveness of municipal leadership in federal systems. It examines how leadership is structured along two key dimensions: the location of executive authority (elected mayors vs appointed officials) and the source of political legitimacy (direct vs indirect elections).\nDrawing on comparative experiences from countries such as the United States and South Africa, the session will explore different models—from strong executive mayors to commissioner-led systems—and their implications for governance, accountability, and service delivery. It will also reflect on Indian experiences, including variations across states such as Kerala and Kolkata, to assess whether greater mayoral authority leads to improved urban outcomes.\nBy bringing together diverse perspectives, the session aims to critically examine whether strengthening municipal leadership can enhance accountability, improve service delivery, and enable more effective urban governance in India’s rapidly evolving metropolitan landscape.\n\n\n\n\n\n\n\n\n
